These are the proposed operating standards for stakeholder review. They translate the supplied governance and engagement frameworks into a right-sized arts pilot. They are not a legal certification and remain subject to board and qualified counsel approval.
Application review
Applications are assessed against published factors: residence in Hillsborough, Pasco, or Pinellas County; active visual-arts practice; demonstrated need; personal and creative impact; growth; contribution to others; lasting positive ripple effects; readiness; and whether the request is an eligible one-time physical resource.
Reviewers disclose conflicts and do not score an application where impartiality may reasonably be questioned. Decisions and reasons are recorded, and applicants may request reconsideration if relevant information was missed or a process error occurred.
Applications are considered without regard to race, color, religion, creed, national origin, ancestry, sex, gender identity, sexual orientation, age, disability, marital status, or another protected characteristic.
Decision and delivery records
Each pilot award should have a named owner, approved amount, supplier record, decision rationale, delivery evidence, and scheduled 30-day and 90-day follow-ups. Material changes to scope, timing, cost, or commitments should be documented before they are treated as approved.
Stakeholder communication
Updates should distinguish confirmed facts from items still being validated. Material conversations should end with decisions, open questions, owners, dates, and a written recap. Unverified scope, cost, or timing will not be presented as a commitment.
Privacy and access
The public MVP has no accounts, uploads, database, or persistent form storage. A live program must use least-privilege access, maintain appropriate records, publish retention and deletion periods, and capture policy consent before accepting applicant information.
Readiness before launch
Public intake should remain closed until the board approves governance documents, assigns program and compliance owners, confirms review and conflict procedures, approves privacy and retention notices, validates accessibility, and records release-quality and security checks.

This site is an illustrative stakeholder MVP. Names, award stories, amounts, milestones, and application outcomes are demonstration content unless explicitly identified as verified records.
